10.6.1.2: Support Data Distribution Location and Time Services

This process shall receive time from an external Network Time Server to use to provide accurate timestamps for data distribution systems to be stored or transmitted to other processes. When available this process shall also use inputs of a local form of time expressed in universal time coordinated (UTC) format from a Support Service in order to synchronize time based data distribution with other functions.
