This data flow to the Manage Vehicle Automation Services function sends input to the vehicle onboard systems to inform the vehicle's automated driving system (ADS) to execute certain maneuvers or provide situational data on surrounding conditions that the ADS may need to use in order to accomplish maneuvers, e.g. parking summons, evacuate an area, merge onto a highway, return to a traveler/user, etc.
