2.8.1.7: Manage Port Terminal Operations

This process shall manage the loading and unloading of shipping vessels based on authorization received from border and port administrative functions. This process shall inform other functions as to the status of the operations, including when cargo is completely loaded or unloaded. This process shall report anomolies in the loading and unloading operations to the operator interface function.
