'Ocean Carrier Systems' are the systems operated by overseas cargo carriers to facilitate the management of the vessels and the shipments and cargo they carry across international waters, providing advanced logistics and technology solutions for the ocean carriers.

These systems exchange vessel operational status, vessel movement information, cargo documentation, and shipment information with port community systems, terminals, vessel service providers, and other external stakeholders to support coordinated vessel operations, cargo handling, and port logistics activities.
